Global Volunteers, in partnership with the ELCT-IRD, is seeking qualified applicants to serve as the Community Development Operations Manager in Ipalamwa, in the Iringa Region.

PRIMARY DUTIES AND RESPONSIBILITIES:
The Community Development Operations Manager’s overall responsibility is to manage the staff, facilities and processes that support the Reaching Children’s Potential (RCP) Program in Ipalamwa. This position ensures that Global Volunteers has the most suitable working environment for its staff, international volunteers and the RCP program beneficiaries. This is a challenging and rewarding position requiring competency in strategic planning, personnel management, budget management and day-to-day operations. The successful applicant will need to relocate to Ipalamwa in new housing provided by Global Volunteers.
EXPERIENCE AND QUALIFICATION REQUIREMENTS:
· At least a four-year bachelor’s degree and ten years of post-undergraduate experience.
A minimum of five years of management experience in business, government or nonprofits.
Solid financial background and experience.
English language fluency.
The successful candidate must be able to work independently (reporting to the Director of International Operations who offices outside Warsaw, Poland); be extremely well organized and thorough, with a meticulous attention to details. He/she must also:
Be an excellent manager of people and a team leader;
Demonstrate strong skills in communication, decision-making and leadership;
Identify and resolve problems in a timely manner;
Be able to manage multiple complex projects simultaneously (develop project plans, coordinate projects, communicate changes and progress, complete projects on time and budget, document all aspects of the project from inception to sign-off);
Follow company policies and procedures and all rules and laws of the country;
Complete administrative tasks correctly and on time;
Support the organization's goals and values;
Be technologically literate and capable of applying information systems to day-to-day operations and fully using word processing, spreadsheet and database computer applications.
Have a firm understanding of, and commitment to, Global Volunteers’ mission, Philosophy of Service and the RCP Demonstration Program.
SPECIFIC DUTIES:
1. Create an environment to ensure the successful implementation of the RCP Demonstration Program consistent with Global Volunteers’ Vision, Mission, Core Values and Philosophy of Service.
A. Maintain positive and constructive relations between Global Volunteers and the ELCT–IRD, all community leaders, community partners and government agencies.
B. Fully cooperate with the Ipalamwa area Team Leader with the goal of ensuring that all volunteers have a positive experience and are able to be fully engaged in service to the community.
C. Maintain positive and constructive working relationships with the health clinic physician and other medical staff.
D. Keep DIO informed about all relevant issues at all times.
2. Manage RCP Center staff and contractors:
A. Supervise ELCT–IRD Liaison, RCP Caregivers’ Supervisor, Clinic Manager, Housekeeping Supervisor, Security Supervisor, Motor Pool Supervisor, Groundskeeper and Greenhouse Coordinator.
B. Conduct weekly team meetings of direct reports.
C. Ensure that each direct report is fulfilling his/her responsibilities and is successfully and fairly supervising his/her subordinates.
D. Check that all staff and contractors fulfill their job functions effectively and efficiently and that all work is completed satisfactorily. Follow up on and address any deficiencies.
E. Ensure all staff maintain and implement corporate policies, procedures and processes.
F. Register staff with appropriate government agencies (i.e. TRA and SSRA) and ensure their monthly contributions are paid timely on behalf of Global Volunteers.
G. Support the staff in every way possible to ensure they are performing at the highest level.
H. Provide corporate Human Relations Department with all appropriate and relevant paperwork for each staff person
I. Maintain Time Away Calendar for the responsible staff.
J. Immediately report staff performance issues to DIO.
K. Respond effectively to staff’s concerns, issues and questions.
3. Manage the RCP Center facilities, equipment and vehicles:
A. Ensure all buildings and grounds are always clean and properly maintained.
B. Ensure all equipment is regularly serviced and properly maintained, including health clinic equipment.
C. Ensure the buildings meet government health and safety requirements and that facilities comply with government regulations.
D. Direct, coordinate and plan appropriate services including transportation, security, maintenance, mail, phone and computer systems, archiving, cleaning, waste disposal and recycling.
E. Ensure vehicle insurance, licenses, etc. are current and up to date and all vehicles are regularly serviced and properly maintained.
F. Actively confirm that no resources are being misused, abused or used for personal purposes.
4. Prepare and manage the annual RCP Center budget:
A. Submit proposed annual budget to the DIO.
B. Ensure that all expenditures are within budget.
C. Manage corporate bank accounts.
D. Calculate and compare costs for required goods and services to achieve maximum value for money spent.
E. Submit monthly financial reports to DIO.
5. Perform other tasks as assigned by the DIO.
ADDITIONAL INFORMATION:
This is a full-time, permanent executive position. Salary is very competitive and is based on education and experience. Housing is provided - a newly constructed three-bedroom home with full bathroom, shower, kitchen, living area, veranda and separate office.
